The Ministry of Economy of Montenegro hereby invites all interested tenderers to submit applications for prequalification competition for the award of the concession for exploitation of coal in the Maoce basin, the Pljevlja Municipality, conditioned by the construction of a thermal power plant of the estimated capacity of 500MW. The Concession Contract shall be awarded through an international, transparent and competitive, two-stage tender procedure, in accordance with the Montenegrin law.

The first major power plant in Montenegro after 30 years
Maoče Project - coal exploitation conditioned by the construction of a thermal power plant with the estimated capacity of 500MW
Coal reserves in Maoče basin:
Geologic reserves: 123 000 000 t
Exploitation reserves: 109 900 000 t
NCV of coal is 12.3MJ
The goal of the MAOČE Project is to capture value from the most significant and the largest natural mineral resource deposit discovered to-date in Montenegro. The Government of Montenegro has committed to award the concession for exploitation of coal from the Maoče deposit, conditioned by the construction of a thermal power plant of estimated capacity of 500MW (2x250MW) that has been determined based on the current reserves of coal and the life cycle of a thermal power plant.
The investor is expected to finance, open, exploit and recultivate the coal mine Maoče and finance, construct and operate the thermal power plant Maoče, as a single business entity.
Geographic position
The coal basin of Maoče is located in the north-east of Montenegro, with the air distance of about 15 km from the town of Pljevlja. The Maoče basin is located in the Neogene basin at the altitude from 880 to 980 meters in the mountainous area. The mean annual precipitations (snow and rain) amount to 900 mm. The mean annual temperature is 7°C and the number of cold days (air temperature is below 0°C) is 40 to 50 round a year.
45-year concession for coal exploitation
The concession award procedure is conducted through an international, transparent and competitive, two-stage tender procedure.
The term of the Concession Contract is 45 years, with the possibility of extension in accordance with the Law.
Concession Fee The concession fee for exploited coal will be calculated in the percentage amount of the revenues generated from the sale of electricity.
